Dr. Hagras is the first woman with disabilities to hold the position of Secretary General of The National Council for Persons with Disabilities-SIS. She is a Member of the House of Representatives, Member of the National Council for Women and National Council for Persons with Disabilities-SIS; and an international expert in the field of disability and former Secretary-General of the National Council for Persons with Disabilities-SIS. She is the first Egyptian woman with disabilities to be selected for membership of the National Council for Women and assigned as rapporteur of NCW committee on Women with disabilities.

She was the only Egyptian and Arab woman who participated as a representative of Arab civil society in drafting women's related articles in the draft International Convention on the Rights of Persons with Disabilities at the United Nations 2006, and the first Arab international expert used by the United Nations in its high-level meetings on women and disability.

Dr. Hagras is one of the first Arab researchers with disabilities to obtain a doctorate degree in social policies on disability from the University of Leeds in Britain. She has made contributions to granting people with disabilities access to their rights, including her contribution to the establishment of the National Council for Persons with Disabilities-SIS in 2012 and her participation in drafting articles on persons with disabilities in the 2014 Egyptian Constitution.

She ran in the House of Representatives elections and became one of the first 7 Egyptian women with disabilities to win a parliamentary seat. In this role, she was the first female Member of Parliament to submit to the House of Representatives a draft law guaranteeing the rights of persons with disabilities in all fields, which is expected to be issued by the House of Representatives soon. Through her position as a deputy, she succeeded in ensuring the rights of persons with disabilities in a large number of legislations, including Civil Service Law, value added, etc.

She is the first Egyptian woman to succeed and be assigned to be a member of three senior leadership councils at the same time (the House of Representatives, the National Council for Women, the National Council for Persons with Disabilities-SIS ). Further, she is the first Arab international expert to be referred to by the United Nations in its high-level meetings on disability. Dr. Hagras submitted to the House of Representatives a draft law that guarantees persons with disabilities their rights in all fields and is expected to be approved at the beginning of the next parliamentary session. Dr. Hagras has represented Egypt in the United Nations meetings on disability and women many times. She was nominated for her Master’s thesis degree for the Isner Prize in Social Sciences.
